Statistics, Labour ministries should jointly assess impact of PM Viksit Bharat Rozgar Yojana: Labour secretary

The statistics and labour ministries should work together to assess the impact of PM Viksit Bharat Rozgar Yojana, which aims to create over 3.5 crore jobs in the next two years, said labour and employment secretary Vandana Gurnani on Thursday.

Speaking at the Data User Conference on Periodic Labour Force Survey (PLFS) organised by the statistics ministry, Gurnani said, “We would like to partner with ministry of statistics and programme implementation (MoSPI) to understand the impact of this new initiative, whether this will lead to growth in jobs.”

Prime minister Narendra Modi announced the scheme on August 15, with an outlay of Rs 1 lakh crore.

Gurnani highlighted ongoing efforts to gather employment data from various ministries through the PRAYAS portal.

She asked MoSPI to collaborate on more detailed research using real-time employment data from EPFO, ESIC, and national jobs portal. “The survey and actual data will help to craft policies better.”

Further, she noted that the two ministries could work together to create a labour market intelligence system, which can help to guide the country’s youth.

MoSPI secretary Saurabh Garg, in his address, said that the ministry is working with states for sub-state level data on employment.

“This will also help in getting data for the informal sector,” he added.

Garg also stressed the importance of shortening the time lag between surveys.

The new PLFS series, launched in January 2025, now uses district as the primary spatial unit and has more than doubled its sample size. The revamped design captures new labour market realities such as youth not in employment, education or training (NEET) and status of vocational training.

The labour force participation rate (LFPR) was 54.9% in July and unemployment rate was 5.2%.
